Updates binaries to include certificate AKIs

Python 3.13+ enabled stricter default certificate validation
(ssl.VERIFY_X509_STRICT), rejecting them with: "Missing Authority Key Identifier"
if the certificates are missing an AKI.

The updated binaries now generate certificates with AKIs.
